Background of the Study

Healthcare financing remains a significant challenge in many low- and middle-income countries, including Nigeria. Out-of-pocket (OOP) healthcare expenses refer to direct payments made by individuals for medical services, drugs, and treatments without financial assistance from health insurance or government subsidies. In Nigeria, where health insurance coverage is low, OOP payments account for a significant portion of total health expenditures.

Nasarawa State, like many other states in Nigeria, has a large population of low-income earners who struggle to afford quality healthcare. The high cost of medical consultations, diagnostic tests, and medications often forces individuals to forgo necessary treatments or resort to self-medication. Additionally, the financial burden of OOP healthcare expenses exacerbates poverty and contributes to increased morbidity and mortality rates.

This study seeks to investigate the impact of OOP healthcare expenses on low-income earners in Nasarawa State, exploring the challenges they face in accessing affordable healthcare and proposing strategies to improve financial protection mechanisms.

Statement of the Problem

Despite government efforts to improve healthcare financing, many residents of Nasarawa State continue to rely on OOP payments, which pose a significant financial burden, especially for low-income earners. The high cost of healthcare discourages individuals from seeking timely medical attention, leading to worsening health conditions and increased economic hardship.

If this issue remains unaddressed, the cycle of poverty and poor health outcomes will persist, further straining the healthcare system. This study will critically examine the extent to which OOP healthcare expenses affect low-income earners and propose sustainable solutions to reduce financial hardship.

Objectives of the Study

  1. To assess the financial burden of out-of-pocket healthcare expenses on low-income earners in Nasarawa State.

  2. To examine the coping strategies employed by low-income earners to manage healthcare costs.

  3. To recommend policy measures for improving healthcare affordability and financial protection.

Research Questions

  1. How do out-of-pocket healthcare expenses impact low-income earners in Nasarawa State?

Research Hypotheses

  1. Out-of-pocket healthcare expenses significantly affect the financial stability of low-income earners in Nasarawa State.

  2. Many low-income earners resort to self-medication and delayed healthcare seeking due to high medical costs.

  3. Expanding health insurance coverage and government subsidies will improve healthcare affordability.

Scope and Limitations of the Study

This study will focus on low-income earners in Nasarawa State, examining their healthcare expenditure patterns and financial coping mechanisms. Data will be collected from healthcare facilities, low-income households, and relevant government agencies. Limitations may include difficulties in obtaining accurate financial data from respondents and variations in healthcare cost estimates.
